The Nuclear Regulatory Commission (NRC) operated three disconnected case management systems: AMS (Allegations Management System), EATS (Enforcement Action Tracking System), and OEMS (Office of Enforcement Management System). These systems had no API layer, manual workflows, and growing technical debt.
